Kiowa County schedule sets tiered land-use permit charges

Power-plant applicants face higher fees, deposits and maintained balances than other projects; applicants also cover county review costs.

Kiowa County’s posted land-use permit schedule sets different charges for power-plant projects and other projects subject to county review. Power-plant applicants must pay a $5,000 pre-application fee before a pre-application conference, submit a $25,000 deposit with the application and maintain a $10,000 balance through project completion. Other applicants must pay a $1,500 pre-application fee, submit a $5,000 application deposit and maintain a $2,500 balance, the county’s schedule states.

Applicants also are responsible for the county’s actual review and processing costs, including consultant fees and costs from referral agencies the county retains. Depending on a project’s scope and scale, the county may request additional deposits.

The county’s Land Use page labels the schedule “Approved 10.15.2026” and lists renewable-energy impact-fee materials separately. The schedule does not specify an effective date. Its charges cover permit review and processing, not the separate renewable-energy impact fees assessed per megawatt, the county’s page explains.
