The Elbert County Planning Commission is scheduled to consider Phantom Creek Development’s proposal on Oct. 20: a subdivision of 105.62 acres near County Road 21 and Pronghorn Avenue into seven residential lots of at least 10 acres each. A hearing before the Board of County Commissioners is scheduled for Nov. 10.
The application seeks concurrent preliminary- and final-plat approval. It includes about 33.5 acres of open space along drainage features, a private internal road and improvements to private Pronghorn Avenue. Homes would use individual wells and septic systems, the county staff report says.
The staff report also summarizes concerns residents raised at a community meeting, including traffic, flooding and the condition and maintenance of private roads. It says a preliminary plat for the property was approved in August 2024, but that approval became void after the plat exhibit was not recorded by the deadline; the developer has resubmitted the proposal.
The Planning Commission agenda schedules the Oct. 20 hearing for 6 p.m. The public notice sets the Nov. 10 hearing for 9 a.m. at the Elbert County Agriculture Building in Kiowa.
