Logan County assigns $1.4 million in bond authority to CHFA for affordable housing

Logan County commissioners approved assigning $1,414,165 in the county’s 2026 private-activity-bond allocation to the Colorado Housing and Finance Authority for potential affordable-housing and mortgage programs.

The board approved Resolution 2026-27 Sept. 1. It authorizes CHFA to use the bond authority for one or more multifamily rental-housing projects serving low- and moderate-income households, single-family mortgage loans for income-eligible borrowers or mortgage credit certificates.

The allocation is bond-issuance authority, not a $1.4 million county cash payment. CHFA explains that private-activity-bond volume-cap allocations authorize bonds to be issued but have no cash value by themselves. A bond issue still requires financing, repayment sources and eligible investors.

The resolution does not identify a specific development, property, developer, lender or housing program. It also does not estimate how many Logan County households could benefit or specify how the allocation would be divided among rental housing, home loans and mortgage credit certificates.

During the discussion, the board chair said CHFA would control the allocation after the assignment and that the potential housing activity could involve multifamily development, individual mortgages or housing assistance. No construction, lending or project-selection date was announced.

Under Colorado Division of Housing guidance, an assigned 2026 private-activity-bond allocation must be issued or carried forward by Sept. 15 or returned to the statewide pool. The deadline does not establish when a Logan County project will be selected, financed or completed.

The resolution authorizes the board chair to execute the assignment agreement and take related actions. The Sept. 1 commissioners’ meeting recording shows the measure passed after an all-in-favor vote was called.
