Kiowa County renewable energy impact fees

Kiowa County is developing a 1041 impact-fee framework for large renewable energy projects, including proposed charges for roads, emergency services, health care, landfill capacity and other public impacts. The fee study is under scrutiny over its legal basis, calculations and proportionality across wind, solar and battery-storage projects.
