Elbert County is reviewing BayWa's Shepherd Solar project, a proposed photovoltaic energy facility with battery storage in rural, unincorporated Elbert County. The application has been deemed sufficient after referral review and is moving toward Planning Commission and Board of County Commissioners hearings.
