Lamar adopts changes to city subdivision rules

The unanimous vote adds a required sketch-plan step and revises requirements for infrastructure, sidewalks and specialized subdivisions. The changes take effect 30 days after publication.

Lamar City Council unanimously passed changes to the city’s subdivision rules Sept. 28, adding a required sketch-plan step before preliminary-plat applications and revising requirements for infrastructure, sidewalks and specialized subdivisions.

The council passed Ordinance 1287 on second reading after the mayor read its 16 sections aloud, according to the meeting recording. Applicants must submit a sketch plan before seeking preliminary-plat approval. City staff may recommend a nonbinding council work session to discuss a proposed layout, infrastructure upgrades, waivers, phasing or other issues before engineering and surveying plans begin.

For final plats that require public improvements, the ordinance provides for an improvement agreement drafted by the city attorney, subject to council approval and recording with the plat. It also sets performance-guarantee requirements and makes acceptance of as-built utility surveys a condition for releasing a performance bond. Sidewalks must be installed on both sides of streets, be at least 5 feet wide and meet accessibility standards unless the council grants a waiver.

The ordinance sets separate review and application requirements for condominium and townhouse subdivisions. It also creates an exemption process for specified boundary adjustments, corrections and lot combinations that do not create new lots. Those applications go to the council for final approval without a Planning and Zoning Commission public hearing.

City staff described the revisions as work tied to the city’s 2025 comprehensive plan and said they are intended to make processes run more smoothly. The ordinance recitals say the Planning and Zoning Commission held a public hearing Sept. 9 and recommended the amendments.
