Lamar advances annexation and zoning for vacant Valco lot

Unanimous first-reading votes move the parcel toward an Oct. 12 public hearing; the application lists an RV park as a proposed use.

Lamar City Council unanimously approved first readings Sept. 28 of ordinances to annex Valco Subdivision Lot 1 and zone it C-3, advancing the vacant parcel toward a public hearing Oct. 12, according to the meeting record.

The application identifies the lot as 1 Valco Road, assessor parcel 900037122, and names JPA Properties LLC as the applicant and owner. It lists an RV park as the proposed use. The applicant’s consultant described the submitted site plan as a preliminary visual draft, not a final development plan.

Annexation would bring the parcel into Lamar’s city limits. The city’s zoning map labels C-3 the Highway Service District. At the meeting, staff described the lot as a small, circular parcel near North Gateway Park, surrounded by city property.

The joint Planning and Zoning Commission and City Council public hearing is scheduled for Oct. 12 at 7 p.m. in Council Chambers, 102 E. Parmenter St. Anyone may speak; written comments are due to the City Clerk by 4 p.m. that day. After the hearing, the council may consider the ordinances on second reading and take final action. If adopted, the annexation ordinance would take effect 30 days after publication following final passage.

The first-reading zoning vote did not approve an RV park or a development plan. The proposal materials do not establish whether RV parks are permitted, conditional or prohibited in C-3.
