Proposed Otero-Kiowa authority would centralize 911 dispatch
The agreement would create a separate entity to coordinate emergency communications for 12 local governments and fire districts.
A proposed agreement among Otero and Kiowa counties, six municipalities and four rural fire protection districts would create a regional authority for 911, E-911 and dispatch services.
The proposed agreement names 12 parties: the two counties; La Junta, Cheraw, Swink, Manzanola, Fowler and Rocky Ford; and the La Junta, Rocky Ford, Manzanola and Fowler rural fire protection districts. Otero County's Sept. 14 agenda listed consideration of the agreement, and La Junta's Sept. 21 City Council agenda lists it for action.
The authority would be a separate legal entity governed initially by a board with representatives from both county commissions, the Otero and Kiowa county sheriffs, the La Junta and Rocky Ford police and fire chiefs, an additional Otero County appointee and two at-large members. It could hire employees, contract with public or private organizations, acquire or lease property, accept grants and contributions, and maintain separate financial accounts and records.
The agreement does not set a startup appropriation, annual dollar amount or fixed contribution from any party. Instead, the authority's board would approve an annual budget covering administrative, operational, capital and reserve expenses. Potential revenue sources include grants, donations, charges to non-party users, approved fees, special-service fees and interest.
If implemented, the authority could operate a centralized, multicounty communications center, provide 911 and E-911 services, dispatch emergency responders, process warrant information and coordinate shared radio frequencies and talk groups. The agreement lists Oct. 1, 2026, as a proposed effective date but says the authority would be formed when all parties execute it. The records reviewed do not show final approval or complete execution.
