Elbert County sets hearings on proposed TPLO2GO veterinary clinic
The outpatient clinic would perform up to seven surgeries a day, but its water, septic, building and fire requirements remain unresolved before Aug. 4 and Aug. 12 hearings.
Elbert County will hold hearings in August on TPLO2GO, a proposed outpatient veterinary surgery clinic near Elizabeth. The Planning Commission is scheduled to review the special-use permit Aug. 4, followed by a Board of County Commissioners hearing Aug. 12; no vote is documented in the reporting record.
The application, case SUR-2025-0002, covers a 40-acre agricultural-zoned property identified in most county records as 37631 County Road 21. The county staff report recommends approval with conditions. The applicants propose surgery for dogs and cats, up to seven patients per day, five days a week at most, and four to five employees. The clinic would not provide overnight care, boarding, routine wellness visits, vaccinations or breeding services, according to the application materials.
The conditions address access, wastewater and fire protection. The clinic would use a commercial driveway off County Road 21, with a gate closed when it is not operating. Public Works said an engineered traffic and drainage letter was not needed, but access permits would still undergo review under county construction standards. A commercial building permit and compliance with the International Building Code would be required, while public health said a designed onsite wastewater system must be submitted before final approval. The property’s existing well and septic system serve the residence and are not proposed for the clinic.
The Elizabeth Fire Protection District called for a 20-foot all-weather access road, a turnaround within 150 feet of the building, a Knox lock or lock box and an additional address off County Road 21. Fire access and related infrastructure must be installed and approved before construction rises above the foundation or combustible materials are brought to the site. The district also listed a $1,480 impact fee due before a building permit and an impact-fee agreement due before the site plan is recorded. County referral comments say the clinic’s proposed water supply would be a holding tank filled by a legal water hauler or a future well tied to water-court case 25CW3064. The existing clinic-property well, permit 144394, cannot currently supply the clinic or fill the tank under its existing authorization.
A separate June 22 state well-permit record concerns a Meadow Brook Ranches property, not the clinic’s final water authorization. That record canceled permit 209382 and required operation under augmentation plan 03CW0102; a later state follow-up says the change resolved the state’s main concern in that separate review. The published hearing notice sets the Planning Commission hearing for 6 p.m. Aug. 4 and the BOCC hearing for 1 p.m. Aug. 12 at the Elbert County Administration Building in Kiowa. County documents use both 37361 and 37631 County Road 21, an address discrepancy that remains unresolved.
