Holyoke council agenda tees up zoning, scooter and debt items

Holyoke City Council’s July 7 agenda lists several policy items, though the meeting record leaves key details unclear.

The agenda opens with three ordinance items: an amendment to Title 17, Chapter 17.16 of the municipal code on zoning; an emergency ordinance on low-power scooters and low-speed electric vehicles with penalties; and adoption of the 2024 Colorado Model Traffic Code by reference.

The agenda does not include ordinance text, so it does not show how the zoning proposal would change land-use rules or what restrictions the scooter and low-speed electric vehicle measure would impose. It also does not say whether the traffic code would be adopted as written or with local amendments.

Under new business, the council is also scheduled to consider a ballot question on long-term debt for infrastructure projects. The agenda does not identify the projects or amount, and it does not indicate the measure has already been placed on the ballot.

Other new-business items include a $168,300 quote from Municipal Pipe Services for ARPA Hydra Valves and updated utility billing city office policy rules. The agenda gives no further detail on the valve purchase or the proposed billing-policy changes.
